Challenges At the end of 2007, Judge John Rotondi, Jr. retired after twenty-five years of service to the people of the State of Rhode Island. His absence from the bench will be deeply felt not simply for his dedication and his collegiality but also for his productivity. Judge Rotondi’s retirement reduces the number of judges available to hear cases at the trial level by one and proportionately increases the number of cases which must be managed by the remaining judges on the Court. In addition to the decrease in the judicial census, other factors may adversely impact the efficiency of the Court. The national decline in productivity traditionally results in an increase in filings before the Court. If this economic cycle follows tradition, the Court will be required to manage a greater case load. Thus, the pressure to meet the statutorily mandated time frames will also increase. As has been discussed throughout this report, the judges and staff of the Court remain sensitive to their role in maintaining a vital compensation system and the deleterious effect which a backlog would cause on all phases of the claims process. The Court has dedicated itself to maintaining an equitable and efficient case management process while preserving the dignity of all litigants who seek our assistance. While we will face challenges in the coming months, the Court remains committed to its fundamental mission.
